DiCAF Disaster & Climate Action Federation

DiCAF (Disaster & Climate Action Federation) is a Think Tank in the field of Disaster Resilience and Climate Action to save Earth from climate change and global warming. DiCAF is a Non-profit Organization under section 8 of the Company Act 2013.

This is a group of professionals, scientists, bureaucrats, Disaster Management, researchers, and students to bring in technology-driven innovative solutions in disasters and development.

The primary goal is to efficiently and effectively respond to disasters, and minimize the risks and vulnerabilities of affected communities through building resilience.

Key elements and characteristics of DiCAF Think Tank includes!!

Information Sharing:The network allows for the timely and accurate exchange of information among different agencies and organizations involved in disaster response through development of news portal for disaster reporting. This includes sharing data on the current situation, available resources, and emerging needs.
Coordination of Resources:The network helps in real time mapping of resources such as personnel, equipment, supplies, and funds to the areas affected by the disaster for effective coordination.
Communication and Communication Systems:Effective communication is essential during disasters. Cooperation networks establish reliable communication systems that can withstand disruptions and congestion. This can include community radio networks, satellite communication, and digital platforms.
Preparedness Planning:The network assists in enhancing/strengthening preparedness by developing contingency plans and DM plans for public/private institutions, schools, collages etc., in identifying potential risks, and creating strategies for response and recovery at national, state and at districts levels.
Training and Capacity Building:the network would support in determining the training/learning needs of various stakeholders and institutions and develop appropriate and context specific training modules on emergency response and disaster management. The network will develop accredited and certification courses on emergency response, disaster management and climate actions.
Public Awareness and Education:The network facilitates public awareness campaigns to educate communities about disaster risks, preparedness measures, and the climate actions they should take during emergencies.
Government-NGO Cooperation:The network will facilitate a platform for collaborations between government agencies, NGOs, CSRs, academic institutions etc.
International Cooperation:The network will facilitate in collaboration between national and International Institution and stakeholders for developing/strengthening trans-border cooperation’s for resilience.
Standard Operating Procedures (SOPs):The network will support govt. and non-govt agencies in evolving standardized operating procedures for effective emergency response and disaster management. The network will also ensure the effectiveness of SOPs through simulation exercises and mock drills.
Post-Disaster Needs Assessment Evaluation and Learning:The network will support in conducting PDNA, evaluations to identify strengths and weaknesses in the response and recovery process, allowing for continuous improvement and learning.
